US banks hit by more than a week of cyberattacks
U.S. banks have been buffeted by more than a week of powerful cyberattacks, but the mystery surrounding their perpetrators lingers.
One expert said Friday that he was suspicious of claims of responsibility purportedly made by Islamists angry at an anti-Muslim movie made in the United States, explaining that the widely-circulated Internet postings might have been an attempt to deflect attention from the true culprit.
"In the intelligence world, we call that a 'false flag,'" said Mike Smith, whose Web security company Akamai has helped analyze some of the attacks.
The postings, published to the Web earlier this month, suggested that an obscure Islamist group had taken revenge on American financial institutions for the "Innocence of Muslims," a low-budget U.S. film that ridiculed Muhammad, revered by Muslims as the last of God's prophets.
Since then at least half a dozen banks ? including the Bank of America, JPMorgan Chase, and Citigroup ? have witnessed traffic surges and disruptions. Not all have confirmed they were the victims of an online onslaught, but such surges are a hallmark of denial-of-service attacks, which work by drowning target websites with streams of junk data.
Such attacks are fairly common and generally don't compromise sensitive data or do any lasting damage. Still, they can be a huge headache for companies that rely on their websites to interact with customers.
Most say the recent spate of attacks has been unusually powerful. PNC bank, which was hit on Thursday, has never seen such a strong surge in traffic, spokesman Fred Solomon said in a telephone interview. Smith said he estimated the flow of data at 60 to 65 gigabits per second.
Smith said the profile and power of the attack made it an unlikely fit for the religious youth that the Internet postings called upon to join in the anti-U.S. campaign. He explained that politically-motivated hackers ? often called hacktivists ? usually flood the Web with appeals for support and post links to software that can turn followers' personal computers into crude cyberweapons.
Twitter and online chat rooms then explode with activity, as casual supporters pile in to coordinate attacks.
"You're not seeing that with this particular set of attacks," Smith said. "At the same time ... the attack traffic is fairly homogeneous. It's not this wide cornucopia of attacks that's coming at you that you see with a hacktivist attack."
So who is behind the campaign?
Cybercriminals often use denial-of-service attacks to shake down smaller websites, but major U.S. banks make unlikely targets for a protection racket.
Could a state actor be at play? U.S. Senator Joe Lieberman, without offering any proof, said he believed the assaults were carried out by Iran in retaliation for tightened economic sanctions imposed by the United States and its allies.
Smith demurred when asked who could be behind the campaign, although he said there were "only a handful of groups out there that have the technical ability or incentive" to carry it out.
In any case, the online attacks appeared to be easing. Solomon, the PNC bank spokesman, said while traffic remained heavy Friday the flow was gradually returning to normal.
Doug Johnson, with the American Bankers Association, echoed that assessment.
"I believe it's tapering off," he said.

Parents should start by speaking with their Aspergers youngster's teachers, school counselors, or the school's student support team to begin an evaluation. Each U.S. state has a Parent Training and Information Center and a Protection and Advocacy Agency that can help parents get an evaluation. A team of professionals conducts the evaluation using a variety of tools and measures. The evaluation will look at all areas related to the youngster's abilities and needs.Once the youngster has been evaluated, she has several options depending on the specific needs. If the youngster needs special education services and is eligible under the Individuals with Disabilities Education Act (IDEA), the school district (or the government agency administering the program) must develop an individualized education plan (IEP) specifically for the youngster within 30 days. IDEA provides free screenings and early intervention services to kids from birth to age 3. IDEA also provides special education and related services from ages 3 to 21.
If the Aspergers youngster is not eligible for special education services (and not all kids with Aspergers or High-Functioning Autism are eligible), he can still get free public education suited to his needs, which is available to all public-school kids with disabilities under Section 504 of the Rehabilitation Act of 1973, regardless of the type or severity of the disability. The U.S. Department of Education's Office for Civil Rights enforces Section 504 in programs and activities that receive Federal education funds.
Here is a list of techniques that moms and dads can use to create a successful partnership with their child?s school:
1. Bring in a portfolio of your youngster?s work from home to meetings with the school to demonstrate your youngster?s overall strengths and weakness.
2. Set up the best method to communicate with the educator to share brief updates and information about your youngster?s progress.
3. Lend a helping hand in the classroom!? Be prepared to support other kids too, as this frees up more time for the educator to work directly with your youngster.
4. When registering your youngster for school, indicate in writing that he has special needs.
5. Meet with the principal to ask questions related to school safety, routines, resources and steps that will be taken to address your youngster?s special needs.
6. Meet with the educator as soon as possible ? and definitely before the first IEP meeting. Use this time to introduce yourself and share information about your youngster.
7. If needed, provide constructive feedback. Indicate what has worked best for your youngster and what hasn?t. Educators reflect daily on their practice and make changes according to their students? success.
8. Be prepared for the IEP meeting by making sure you arrive on time and knowing what the goals of the meeting. Write down questions and concerns you have, regardless of how certain you are that you will remember them.
9. Notify the school of any outside evaluations, medical information or support services that can help school personnel continue to provide a strong educational program.
10. Create a folder of handouts, articles, written strategies, or website addresses that you believe will be useful to the education of your youngster.

By sharing knowledge, resources and time, you can help ensure that your "little professor" is in the best possible learning environment. Together, parents and educators of Aspergers students can create pathways to school success.

Agriculture is the direct driver for worldwide deforestation
ScienceDaily (Sep. 25, 2012) ? A new synthesis on drivers of deforestation and forest degradation was published during the Bangkok climate change negotiations in September by researchers from Canada and from Wageningen University, Netherlands. The report stresses the importance of knowing what drives deforestation and forest degradation, in order to be able to design and monitor effective REDD+ policies to halt it.
Agriculture is estimated to be the direct driver for around 80% of deforestation worldwide. In Latin America, commercial agriculture is the main direct driver, responsible for 2/3 of all cut forests, while in Africa and tropical Asia commercial agriculture and subsistence agriculture both account for one third of deforestation. Mining, infrastructure and urban expansion are important but less prominent drivers worldwide. It is concluded that economic growth based on the export of primary commodities and an increasing demand for timber and agricultural products in a globalizing economy are critical indirect drivers.
Degradation of forest means a decrease in quality of forest, and is in over 70% of cases caused by (commercial) timber extraction and logging activities in Latin America and tropical and sub-tropical Asia. In Africa, fuel wood collection, charcoal production, and, to a lesser extent, livestock grazing in forests are the most important drivers of degradation.
The synthesis report 'Drivers of Deforestation and Forest Degradation' sums up currently available knowledge from the literature on drivers, worldwide and by country, and gives recommendations to policymakers involved in the on-going international climate negotiations, as well as country-level plans and interventions. The viability of REDD+ depends on altering business-as-usual activity in sectors currently driving greenhouse gas emissions from forests, it is concluded. The report distinguishes between direct drivers, that directly cause deforestation and forest degradation, and indirect drivers, forces at the background such as changing market prices, population growth or policies and governance.
The report concludes it is important for forested tropical countries to regularly assess and monitor drivers of deforestation and forest degradation, in order to be able to design effective REDD+ policies. The types of drivers have great influence on the forest carbon impacts and the choice of data sources and methods used to measure them. Also, understanding forest change patterns and underlying causes are important for developing forest reference (emission) levels, necessary for REDD+ implementation.
Countries largely define REDD+ strategies and interventions to deal with national and local scale drivers, but face problems addressing international drivers and acknowledge that international pressure will increase. The report offers solutions for how countries can decouple economic growth from deforestation, investigating the range of options countries have to address drivers at various scales.

?So it is natural that we look to link up our embassies with Canada?s in places where that suits both countries. It will give us a bigger reach abroad for our businesses and people for less cost.?
A spokesman for Foreign Affairs Minister John Baird confirmed Sunday that Baird and Hague will meet Monday and make a joint announcement in the afternoon on Parliament Hill. But the spokesman said no further details would be disclosed until ?after a formal announcement.?
Hague, who led the Conservative opposition in Britain from 1997 to 2001 during the Labour government era of former prime minister Tony Blair, was named U.K. foreign secretary in 2010 after current Prime Minister David Cameron led the Conservatives to a minority victory and formed a coalition government with the Liberal Democrats.
No specific countries have been mentioned for potential joint Commonwealth embassies. But a report in the British newspaper the Daily Mail indicated that, ?in remote nations where Canada but not Britain has an embassy, or vice versa, they will share the embassy. Similar arrangements are expected to include Australia and New Zealand.?
Canada does, in some instances, share consular facilities in foreign countries with, for example, Australia. Who are Mitt Romney's 47 percent? A breakdown
WASHINGTON (AP) ? Just which 47 percent of Americans was Mitt Romney talking about? It's hard to say. He lumped together three different ways of sorting people in what he's called less-than-elegant remarks.
Each of those three groups ? likely Obama voters, people who get federal benefits and people who don't pay federal income taxes ? contains just under half of all Americans, in the neighborhood of 47 percent at a given moment. There's some overlap, but the groups are quite distinct.
Confusingly, Romney spoke as if they're made up of the same batch of Americans.

OBAMA VOTERS
What Romney said: "There are 47 percent of the people who will vote for the president no matter what."
He's right on the nose, according to the latest Associated Press-GfK poll: Forty-seven percent of likely voters say they support Obama. And 46 percent say they support Romney, essentially a tie. This number fluctuates from poll to poll and week to week and could shift substantially before Election Day.
Who they are:
?Most are employed: Sixty-two percent of the Obama voters work, including the 10 percent working only part time. A fourth are retired. Five percent say they're temporarily unemployed.
?Most earn higher-than-average wages. Fifty-six percent have household incomes above the U.S. median of $50,000. Just 16 percent have incomes below $30,000, and about the same share (20 percent) have incomes of $100,000 or more.
?They're all ages but skew younger than Romney's voters: Twenty percent are senior citizens and 12 percent are under age 30.
?They're more educated than the overall population: Forty-three percent boast four-year college degrees or above; 21 percent topped out with a high school diploma.

PEOPLE WHO GET FEDERAL BENEFITS
What Romney said: "There are 47 percent ... who are dependent on government ... who believe they are entitled to health care, to food, to housing, to you name it."
Whether they are dependent and believe they are entitled to anything is arguable, but Romney's statistic is about right ? 49 percent of the U.S. population receive some kind of federal benefit, including Social Security and Medicare, according to the most recent Census Bureau data. Looking only at people who receive benefits that are based on financial need, such as food stamps, the portion is smaller ? just over a third of the population. Many people get more than one type of benefit.

Romney's about on target ? 46 percent of U.S. households paid no federal income tax last year, according to a study by the nonpartisan Tax Policy Center. Most do pay other federal taxes, including Medicare and Social Security withholding. And they're not all poor. Some middle-income and wealthy families escape income tax because of deductions, credits and investment tax preferences.
Why they don't pay:
?About half don't earn enough money for a household of their size to owe income tax. For example, a family of four earning less than $26,400 would owe no taxes using the standard exemptions and deductions.
?About 22 percent get tax breaks for senior citizens that offset their income.
?About 15 percent get tax breaks for the working poor or low-income parents.
?Almost 3 percent get tax breaks for college tuition or other education expenses.
Who they are:
?The vast majority have below-average earnings: Among all who don't owe, 9 out of 10 make $50,000 or less.
?But some of the wealthy escape taxes, including about 4,000 households earning more than $1 million a year.

U.S. factories struggle, Europe and China slump
NEW YORK (Reuters) - U.S. manufacturing suffered its weakest quarter in three years and conditions at European businesses worsened, surveys showed on Thursday, while China's economy continued to lose momentum.
The data shed more light on the difficult task facing global policymakers, particularly in Europe and the United States, who have tried to increase growth with aggressive monetary stimulus.
The U.S. manufacturing sector closed out its worst three months in September since the third quarter of 2009, according to financial information firm Markit. Export orders fell for a fourth month running as demand from Europe and Asia faded, with September's slide the steepest in nearly a year.
Markit's flash U.S. manufacturing purchasing managers index remained stuck at 51.5 this month, unchanged from August.
"Manufacturing isn't looking good," said David Sloan, economist at 4Cast Ltd in New York, adding that "the global situation is a restraint on the U.S. economy.
"Certainly, there is not going to be much growth in Europe. Growth in Asia, and China in particular, is slowing down, so U.S. growth is going to have to be domestically generated."
The weak data fed global growth worries, driving investors to sell euros and flock to safer currencies like the dollar and the yen. The euro tumbled to a one-week low against the dollar and slid more than 1 percent against the yen. Stocks around the world fell in sync with the euro.
Another report showed factory activity in the Mid-Atlantic region fell for a fifth straight month, though the rate of contraction slowed.
In an example of how slowing growth is hurting corporations, Norfolk Southern Corp.
The reduced outlook from Norfolk Southern followed a warning from FedEx Corp.
EARLY FALLOUT FROM THE FISCAL CLIFF
Complicating things further for U.S. companies were worries about the nearly $600 billion worth of spending cuts and tax hikes set to take effect in 2013, known as the "fiscal cliff."

The U.S. economy expanded at a sluggish 1.7 percent rate in the second quarter, but economists worry that the looming fiscal cliff as well as the slowdown in manufacturing may have slowed growth even more between July and September.
The Federal Reserve said last week it will hold interest rates at zero until mid-2015 and would buy mortgage-backed bonds monthly until the job market improves substantially.
MORE STIMULUS LIKELY IN EUROPE, CHINA
There was little indication that the European Central Bank's plan to buy the government bonds of troubled euro-zone states has boosted confidence among the euro zone's businesses.
Markit's composite euro-zone purchasing managers index fell to 45.9 in September from 46.3, and Markit said it suggested the euro-zone economy could shrink by roughly 0.6 percent in the third quarter ending this month.
"The fall in the PMI is another reminder that the ECB's new asset-purchase program is not an answer to all of the region's problems," said Ben May, European economist at Capital Economics, in a research note. "The euro-zone recession looks set to deepen in the latter part of the year."
Export-driven Asian economies struggled again in September.
The China HSBC manufacturing PMI inched up in September to 47.8 from August's nine-month low of 47.6, suggesting the world's second-largest economy remains on track for a seventh quarter of slowing annual growth.
"In order to convert hopes into reality and avoid an outright hard landing, the Chinese authorities have to step up again their accommodative efforts on both the fiscal and the monetary side," said Nikolaus Keis, an economist at UniCredit.
China's economic slowdown is expected to reach its nadir this quarter, with a recovery of momentum delayed until the final quarter, leaving growth for 2012 likely to fall below 8 percent - a level last seen in 1999, a Reuters poll showed last week.
European and Chinese leaders were meeting in Brussels to discuss trade and Europe's debt crisis.
European manufacturers performed slightly better than economists had hoped this month, while the downturn in Germany, the euro zone's largest economy, also eased a bit.
"Whether or not that will last is the big question. We're not altogether hopeful about that," Markit chief economist Chris Williamson said.
However, trouble for French factories and service-oriented businesses increased at a faster pace than expected.
Altogether, the surveys bolstered expectations that the ECB will cut its main interest rate in October to a new record low.
"Further macroeconomic stimulus - including a weaker euro and an ECB rate cut - is likely to be needed to put the region on a path of sustained growth and hence ensure the survival of (the euro zone)," said Martin van Vliet, an economist at ING.

Thermoelectric material is the best at converting heat waste to electricity
ScienceDaily (Sep. 19, 2012) ? Northwestern University scientists have developed a thermoelectric material that is the best in the world at converting waste heat to electricity. This is very good news once you realize nearly two-thirds of energy input is lost as waste heat.
The material could signify a paradigm shift. The inefficiency of current thermoelectric materials has limited their commercial use. Now, with a very environmentally stable material that is expected to convert 15 to 20 percent of waste heat to useful electricity, thermoelectrics could see more widespread adoption by industry.
Possible areas of application include the automobile industry (much of gasoline's potential energy goes out a vehicle's tailpipe), heavy manufacturing industries (such as glass and brick making, refineries, coal- and gas-fired power plants) and places were large combustion engines operate continuously (such as in large ships and tankers).
Waste heat temperatures in these areas can range from 400 to 600 degrees Celsius (750 to 1,100 degrees Fahrenheit), the sweet spot for thermoelectrics use.
The new material, based on the common semiconductor lead telluride, is the most efficient thermoelectric material known. It exhibits a thermoelectric figure of merit (so-called "ZT") of 2.2, the highest reported to date. Chemists, physicists, material scientists and mechanical engineers at Northwestern and Michigan State University collaborated to develop the material.
The study will be published Sept. 20 by the journal Nature.
"Our system is the top-performing thermoelectric system at any temperature," said Mercouri G. Kanatzidis, who led the research and is a senior author of the paper. "The material can convert heat to electricity at the highest possible efficiency. At this level, there are realistic prospects for recovering high-temperature waste heat and turning it into useful energy."
Kanatzidis is Charles E. and Emma H. Morrison Professor of Chemistry in Northwestern's Weinberg College of Arts and Sciences. He also holds a joint appointment at Argonne National Laboratory.
"People often ask, what is the energy solution?" said Vinayak P. Dravid, one of Kanatzidis' close collaborators. "But there is no unique solution -- it's going to be a distributed solution. Thermoelectrics is not the answer to all our energy problems, but it is an important part of the equation."
Dravid is the Abraham Harris Professor of Materials Science and Engineering at the McCormick School of Engineering and Applied Science and a senior author of the paper.
Other members of the team and authors of the Nature paper include Kanishka Biswas, a postdoctoral fellow in Kanatzidis' group; Jiaqing He, a postdoctoral member in Dravid's group; David N. Seidman, Walter P. Murphy Professor of Materials Science and Engineering at Northwestern; and Timothy P. Hogan, professor of electrical and computer engineering, at Michigan State University.
Even before the Northwestern record-setting material, thermoelectric materials were starting to get better and being tested in more applications. The Mars rover Curiosity is powered by lead telluride thermoelectrics (although it's system has a ZT of only 1, making it half as efficient as Northwestern's system), and BMW is testing thermoelectrics in its cars by harvesting heat from the exhaust system.
"Now, having a material with a ZT greater than two, we are allowed to really think big, to think outside the box," Dravid said. "This is an intellectual breakthrough."
"Improving the ZT never stops -- the higher the ZT, the better," Kanatzidis said. "We would like to design even better materials and reach 2.5 or 3. We continue to have new ideas and are working to better understand the material we have."
The efficiency of waste heat conversion in thermoelectrics is governed by its figure of merit, or ZT. This number represents a ratio of electrical conductivity and thermoelectric power in the numerator (which need to be high) and thermal conductivity in the denominator (which needs to be low).
"It is hard to increase one without compromising the other," Dravid said. These contradictory requirements stalled the progress towards a higher ZT for many years, where it was stagnant at a nominal value of 1.
Kanatzidis and Dravid have pushed the ZT higher and higher in recent years by introducing nanostructures in bulk thermoelectrics. In January 2011, they published a report in Nature Chemistry of a thermoelectric material with a ZT of 1.7 at 800 degrees Kelvin. This was the first example of using nanostructures (nanocrystals of rock-salt structured strontium telluride) in lead telluride to reduce electron scattering and increase the energy conversion efficiency of the material.
The performance of the new material reported now in Nature is nearly 30 percent more efficient than its predecessor. The researchers achieved this by scattering a wider spectrum of phonons, across all wavelengths, which is important in reducing thermal conductivity.
"Every time a phonon is scattered the thermal conductivity gets lower, which is what we want for increased efficiency," Kanatzidis said.
A phonon is a quantum of vibrational energy, and each has a different wavelength. When heat flows through a material, a spectrum of phonons needs to be scattered at different wavelengths (short, intermediate and long).
In this work, the researchers show that all length scales can be optimized for maximum phonon scattering with minor change in electrical conductivity. "We combined three techniques to scatter short, medium and long wavelengths all together in one material, and they all work simultaneously," Kanatzidis said. "We are the first to scatter all three at once and at the widest spectrum known. We call this a panoscopic approach that goes beyond nanostructuring."
"It's a very elegant design," Dravid said.
In particular, the researchers improved the long-wavelength scattering of phonons by controlling and tailoring the mesoscale architecture of the nanostructured thermoelectric materials. This resulted in the world record of a ZT of 2.2.
The successful approach of integrated all-length-scale scattering of phonons is applicable to all bulk thermoelectric materials, the researchers said.
