Three dozen indicted in Atlanta cheating scandal

ATLANTA (AP) ? Juwanna Guffie was sitting in her fifth-grade classroom taking a standardized test when, authorities say, the teacher came around offering information and asking the students to rewrite their answers. Juwanna rejected the help.

"I don't want your answers, I want to take my own test," Juwanna told her teacher, according to Fulton County District Attorney Paul Howard.

On Friday, Juwanna ? now 14 ? watched as Fulton County prosecutors announced that a grand jury had indicted the Atlanta Public Schools' ex-superintendent and nearly three dozen other former administrators, teachers, principals and other educators of charges arising from a standardized test cheating scandal that rocked the system.

Former Superintendent Beverly Hall faces charges including conspiracy, making false statements and theft because prosecutors said some of the bonuses she received were tied to falsified scores. Hall retired just days before the findings of a state probe were released in mid-2011. A nationally known educator who was named Superintendent of the Year in 2009, Hall has long denied knowing about the cheating or ordering it.

During a news conference Friday, Howard highlighted the case of Juwanna and another student, saying they demonstrated "the plight of many children" in the Atlanta school system.

Their stories were among many that investigators heard in hundreds of interviews with school administrators, staff, parents and students during a 21-month-long investigation.

According to Howard, Juwanna said that when she declined her teacher's offer, the teacher responded that she was just trying to help her students. Her class ended up getting some of the highest scores in the school and won a trophy for their work. Juwanna felt guilty but didn't tell anyone about her class' cheating because she was afraid of retaliation and feared her teacher would lose her job.

She eventually told her sister and later told the district attorney's investigators. Still confident in her ability to take a test on her own, Juwanna got the highest reading score on a standardized test this year.

The other student cited by Howard was a third-grader who failed a benchmark exam and received the worst score in her reading class in 2006. The girl was held back, yet when she took a separate assessment test not long afterward, she passed with flying colors.

Howard said the girl's mother, Justina Collins, knew something was wrong, but was told by school officials that the child simply was a good test-taker. The girl is now in ninth grade, reading at a fifth-grade level.

"I have a 15-year-old now who is behind in achieving her goal of becoming what she wants to be when she graduates. It's been hard trying to help her catch up," Collins said at the news conference.

The allegations date back to 2005. In addition to Hall, 34 other former school system employees were indicted. Four were high-level administrators, six were principals, two were assistant principals, six were testing coordinators and 14 were teachers. A school improvement specialist and a school secretary were also indicted.

Howard didn't directly answer a question about whether prosecutors believe Hall led the conspiracy.

"What we're saying is, is that without her, this conspiracy could not have taken place, particularly in the degree that it took place. Because as we know, this took place in 58 of the Atlanta Public Schools. And it would not have taken place if her actions had not made that possible," the prosecutor said.

Richard Deane, an attorney for Hall, told The New York Times that Hall continues to deny the charges and expects to be vindicated. Deane said the defense was making arrangements for bond.

"We note that as far as has been disclosed, despite the thousands of interviews that were reportedly done by the governor's investigators and others, not a single person reported that Dr. Hall participated in or directed them to cheat on the C.R.C.T.," he said later in a statement provided to the Times.

The tests were the key measure the state used to determine whether it met the federal No Child Left Behind law. Schools with good test scores get extra federal dollars to spend in the classroom or on teacher bonuses.

It wasn't immediately clear how much bonus money Hall received. Howard did not say and the amount wasn't mentioned in the indictment.

"Those results were caused by cheating. ... And the money that she received, we are alleging that money was ill-gotten," Howard said.

A 2011 state investigation found cheating by nearly 180 educators in 44 Atlanta schools. Educators gave answers to students or changed answers on tests after they were turned in, investigators said. Teachers who tried to report it faced retaliation, creating a culture of "fear and intimidation," the investigation found.

State schools Superintendent John Barge said last year he believed the state's new accountability system would remove the pressure to cheat on standardized tests because it won't be the sole way the state determines student growth. The pressure was part of what some educators in the system blamed for their cheating.

A former top official in the New York City school system who later headed the Newark, N.J. system for three years, Hall served as Atlanta's superintendent for more than a decade, which is rare for an urban schools chief. She was named Superintendent of the Year by the American Association of School Administrators in 2009 and credited with raising student test scores and graduation rates, particularly among the district's poor and minority students. But the award quickly lost its luster as her district became mired in the scandal.

In a video message to schools staff before she retired in the summer of 2011, Hall warned that the state investigation launched by former Gov. Sonny Perdue would likely reveal "alarming" behavior.

"It's become increasingly clear that a segment of our staff chose to violate the trust that was placed in them," Hall said. "There is simply no excuse for unethical behavior and no room in this district for unethical conduct. I am confident that aggressive, swift action will be taken against anyone who believed so little in our students and in our system of support that they turned to dishonesty as the only option."

The cheating came to light after The Atlanta Journal-Constitution reported that some scores were statistically improbable.

Most of the 178 educators named in the special investigators' report in 2011 resigned, retired, did not have their contracts renewed or appealed their dismissals and lost. Twenty-one educators have been reinstated and three await hearings to appeal their dismissals, said Atlanta Public Schools spokesman Stephen Alford.

APS Superintendent Erroll Davis said the district, which has about 50,000 students, is now focused on nurturing an ethical environment, providing quality education and supporting the employees who were not implicated.

"I know that our children will succeed when the adults around them work hard, work together, and do so with integrity," he said in a statement.

The Georgia Professional Standards Commission is responsible for licensing teachers and has been going through the complaints against teachers, said commission executive secretary Kelly Henson. Of the 159 cases the commission has reviewed, 44 resulted in license revocations, 100 got two-year suspensions and nine were suspended for less than two years, Henson said. No action was taken against six of the educators.

Busted! Adults text-and-drive more than teens

Teens' hands may be fused to their phones, but on the road, it's adults who say they text more. Anew survey of driving and texting habits, commissioned by AT&T and conducted by ResearchNow, asked 1,011 adults if they texted or emailed while at the wheel.

Almost every adult surveyed ? 98 percent of them ? knew texting or emailing while driving was unsafe (though we wonder what that last two percent are thinking). But half of the group (49 percent) said they did it anyway.

Also, 60 percent of the adults said they didn't text and drive three years ago.

In a similar survey from April last year, 43 percent of a 1,200 teens between 15 and 19 said they texted while driving with their licenses or learning permits.

As a member of the National Safety Council pointed out to USA Today, this trend is concerning because there's just plain more adults than teens on the roads: 10 million teen learners, compared 180 million full-grown humans in cars and presumably with phones. The NSC estimates that 100,000 road crashes involve texters at the wheel.

Of course, there is the chance that teens were shyer about sharing their true texting habits. Even so, adults don't seem to be setting the best example.

'Dangerous dog' concerns in Center Point after deputy shoots pit bull ...

CENTER POINT, Alabama -- Although a city ordinance bans pit bulls and other "dangerous dogs" inside city limits, recent incidents have raised concerns about the animals.

Mary Margaret Hampton on Thursday told city council members three pit bulls belonging to a neighbor entered her yard twice since January, killing her Siamese cat and a Chihuahua puppy.

"They tried to attack me," Hampton said. "They tore the gate off the porch and tried to get into my house."

On Wednesday, a Jefferson County deputy sheriff shot a pit bull that lunged at him in Center Point. The dog was one of three that chased a woman into her house, said Chief Deputy Randy Christian. Another of the dogs was captured.

After Hampton's cat was killed, the neighbor's dogs were quarantined and the owners were told they had a week to get rid of the animals or a citation would be issued, a deputy told city officials Thursday night. Despite the warning, the animals were later brought back.

Mayor Tom Henderson said that happens all too often.

"Write them a citation right then. They're illegal period," Henderson said.

Other city officials agreed.

"You have to issue the citation to get the court process started," said Council President Roger Barlow.

Council member Linda Kennemur, chairwoman of the public safety committee, said the issue would be a good topic of discussion for the next community watch meeting, being held Tuesday at 7 p.m. at City Hall.

The city Council in 2008 passed what it calls a "dangerous dog ordinance" that outlaws the keeping of pit bulls and any dogs "with a propensity, tendency or disposition to attack unprovoked" or any dog that is aggressive by nature.

Look the HP Slate 7 Android tablet didn't exactly bowl us over when it got a look at it at Mobile World Congress in February in Spain. OK, the industrial design was actually pretty good -- along the lines of a nicely done Nexus 7-type tablet -- but the internals and display should have been enough to make even a first-timer think twice. The $169 tablet was supposed to go on sale sometime in April, but HP's microsite apparently has pushed that launch to June. 

The Slate 7 ain't getting any younger, folks. While there's a place for budget tablets, an extra $30 would get you a base Nexus 7. There's no contest there. And considering that we're very likely going to see an updated 7-incher (or thereabouts) at Google I/O in May, the prospect of an even older Slate 7 just isn't tempting at all.

Russian-American crew taking short cut to space station

MOSCOW/CAPE CANAVERAL, Florida (Reuters) - Two Russian cosmonauts and a U.S. astronaut took a short cut to the International Space Station on Thursday, arriving at the orbital outpost less than six hours after their Soyuz capsule blasted off from the Baikonur Cosmodrome in Kazakhstan.

The express route, used for the first time to fly a crew to the station, shaved about 45 hours off the usual ride, allowing NASA astronaut Chris Cassidy and Russian cosmonauts Pavel Vinogradov and Alexander Misurkin to get a jumpstart on their planned 5.5-month mission.

The crew's Soyuz capsule parked itself at the station's Poisk module at 10:28 p.m. EDT (0228 GMT Friday), just five hours and 45 minutes after launch.

All previous station crews, whether flying aboard NASA's now-retired space shuttles or on Russian Soyuz capsules, took at least two days to reach the station, a $100 billion research laboratory that flies about 250 miles above Earth.

"The closer the station, the better we feel. Everything is going good," the cosmonauts radioed to flight controllers outside of Moscow as the Soyuz capsule approached the orbital outpost, a project of 15 nations.

On hand to greet the new crew were Expedition 35 commander Chris Hadfield, with the Canadian Space Agency, NASA astronaut Thomas Marshburn and cosmonaut Roman Romanenko.

Russia tested the expedited route, which required very precise steering maneuvers, during three unmanned station cargo flights before allowing a crew to attempt it.

"Ballistics is a difficult thing. If for some reason you are not able to correct the orbit of the station or they have to avoid space debris ... that can disrupt this method," said Igor Lisov, an expert at the Russian publication Novosti Kosmonavtiki.

The advantage, however, is that the crew doesn't have to stay for two days inside the cramped Soyuz capsule. It also means they can arrive before any disabling effects of adapting to microgravity, which can include nausea, dizziness and vomiting, and that medical experiments and samples can arrive at the station sooner, enhancing science results.

Russian engineers began looking at new flight paths to reach the station about three years ago, Vinogradov said at a prelaunch press conference.

"At first everybody was really apprehensive about it, but later on our ballistic specialists calculated the possibility, looked at the rocket and verified the capabilities of the Soyuz vehicle, which now has a digital command-and-control system and an onboard computer that can do pretty much anything," he said.

Russian engineers already are looking into cutting the trip time to two orbits, Vinogradov added.

Successful Local Graphic Illustrator Named 'Artist in Residence' at ...

?During his senior year studying film at the School for Visual Arts, Harrison native Zach Brunner decided he would rather be learning more about his hobby, drawing.

He took a few illustration classes but graduated with a film degree and a specialty in editing. Brunner soon learned he had a gifted natural talent for illustration. By the time he graduated in 2011 Jim Krueger, a leading comic book writer, had already asked him to illustrate two of his graphic novels, ?Runner,? and ?The High Cost of Living Happily Ever After.?

In the last two years he has also provided illustrations and animated content for the off-Broadway musical ?Chix 6;? he is a collaborator on the ?Dragons of Blizzard Island? toy franchise, and works as a storyboard artist for Mercedes Benz among others. He does it all as a freelancer who works from home.?

Serendipity Labs owner John Arenas and his wife Kim, who knew Brunner from Trinity Church in Harrison, recognized Brunner?s talent and offered him a complimentary membership at Serendipity this spring.

?It is just nice to be in a different environment because when I am home there are a lot of distractions,? Brunner said. ?It is nice to go somewhere where I don?t have all those things cluttering my mind. I go and focus completely on my work.?

Brunner usually does his drawings from home because they require many different pens, pencils and papers, but he colors them on his computer. He plans to do his coloring work at Serendipity.

Brunner is currently working on a trading card game and illustrating a young adult novel and a graphic novel.

The purpose of the awards is to identify and recognize distinguished achievements of Bermudians in the field of sports. Recognition is awarded to athletes who participate and achieve a high standard in international competition, athletes who have achieved special status or distinction in sports and those persons who have made contributions to the development of sport in a non-competitive capacity.

Minister Scott said, ?Bermuda is truly fortunate to have so many world class athletes and their achievements deserve to be recognized by all in the community and so I encourage everyone to attend the Sports Awards and commend our sporting community, including the significant role of our national sports governing bodies, coaches and volunteers.?

Wells Fargo CEO's $19.3 million in pay leads peers

(Reuters) - Wells Fargo & Co Chief Executive John Stumpf's pay increased 8 percent in 2012, making him one of the industry's best-paid leaders, according to a filing with the U.S. Securities and Exchange Commission on Thursday.

Stumpf received $19.3 million in compensation, comprising a $4 million bonus, $12.5 million in performance-based stock grants and $2.8 million in salary , after the No. 4 U.S. bank by assets hauled in record profits. For 2011, Stumpf received total compensation of $17.9 million.

While many of its rivals suffered missteps, San Francisco-based Wells emerged from the 2007-2009 financial crisis as the nation's biggest mortgage lender and a coast-to-coast retail bank after buying Wachovia Corp. Berkshire Hathaway Inc's Warren Buffett is the bank's biggest investor, owning 8.8 percent of its shares, according to the filing.

Wells posted $18.9 billion in earnings in 2012, up 19 percent from the previous year, but investors are worried the bank will have trouble repeating the performance amid a decline in mortgage refinancings. The bank's shares rose 24 percent in 2012, below the 30 percent increase in the KBW Bank Index.

Stumpf is landing at the top of the banker pay scale as some of his peers are getting their paychecks docked.

Morgan Stanley CEO James Gorman's total pay for 2012 fell 7 percent to $9.75 million, while JPMorgan Chase & Co awarded CEO Jamie Dimon $11.5 million after slashing his bonus in half after the bank lost billions on disastrous trades by its Chief Investment Office.

Bank of America Corp chief executive Brian Moynihan, however, received a 73 percent raise that brought his total compensation to $12.1 million in 2012. New Citigroup CEO Mike Corbat made $11.5 million in 2012 for his work leading the bank and for his previous role as head of the Europe, Middle East and Africa region.

Goldman Sachs Group Inc CEO Lloyd Blankfein has received stock awards worth $13.3 million as part of his 2012 bonus, but the rest of his pay hasn't been disclosed.

Thursday's proxy filing also disclosed 2012 compensation for other top Wells Fargo executives. Wholesale banking head David Hoyt made $10.65 million, followed by Chief Financial Officer Tim Sloan ($8.8 million), community banking head Carrie Tolstedt ($8.73 million), consumer lending executive Avid Modjtabai ($8.43 million) and wealth, brokerage and retirement head David Carroll ($8.43 million).

UTAH, HERE WE COME

In a venue change, Wells' annual stockholder meeting will be held April 23 in Salt Lake City, Utah, according to the filing. Last year's gathering near the bank's San Francisco headquarters was disrupted by demonstrators protesting foreclosures and other issues. Goldman Sachs Group Inc is also holding its annual meeting in Salt Lake City this spring.

Before this year, Wells had held its last 14 meetings in San Francisco. Prior to Norwest Corp's 1998 acquisition of Wells Fargo, Norwest held meetings in its hometown of Minneapolis, and Wells sometimes held meetings in other California cities.

Holding the meeting in Salt Lake City "is consistent with the company's ongoing practice of holding many major company meetings outside of San Francisco in cities where we enjoy a significant presence of customers, team members and operations," bank spokeswoman Bridget Braxton said.

At the meeting, stockholders will vote on whether the bank should have an independent chairman, a proposal rejected last year. Stumpf currently holds both the CEO and chairman positions.

Shareholders will also vote on the election of 14 directors. Current board members Nicholas Moore and Philip Quigley aren't standing for re-election.

HTC One Developer Edition announced with unlocked bootloader and SIM slot

HTC One

As rumors swirl that the HTC One may or may not be delayed, the company announced today that it will make a Developer Edition of the device available as well. Following up on HTC's continued commitment to its HTCdev program, the Developer Edition handset will have identical hardware to those sold by carriers and retailers, but will have both its SIM slot and bootloader completely unlocked out of the box. Regarding that SIM slot, HTC's announcement post reiterates that the radio frequencies of this device will be those most often used in the U.S.:

  • HSPA/WCDMA: 850/1900/2100 MHz
  • GSM/GPRS/EDGE: 850/900/1800/1900 MHz
  • LTE: 700/850/AWS/1900 MHz (US)

This device is a big deal for those who want to use the HTC One for android application and software development, giving them easier access to the hardware. HTC says the Developer Edition One will be available in "limited quantities" in the U.S. as soon as the carrier models are released, and will have the expectedly high price tag of $649.

New Cardinals linebacker Lorenzo Alexander didn?t necessarily want to leave the Redskins, but said he felt he had no choice when his old team changed their offer at the last minute.

Alexander told David Elfin of 106.7 The Fan that the Redskins went from offering $2.6 million in guarantees on a three-year deal to $1.4 million Monday, which made him take another look at his loyalty.

?I was ready to sign back with the Redskins on Monday night, but it wound up not being close at all,? Alexander said. ?They were offering $2.6 [million guaranteed] with an overall contract of $7.5 million over three years. The next day, they called back and said they would only guarantee $1.4 [million] of that. Dropping more than a million dollars overnight without any reason, I couldn?t take that money out of my kids? mouths. Based on everything I?ve done [for] this organization, doing everything the right way, it was just a bad way to treat me.

?I understand the business, but, . . . it didn?t sit right at all with me.?

A Redskins spokesman denied that, saying Alexander?s ?statement is not true.?

But the cow?s out of the barn now, as Alexander signed a three-year deal with the Cardinals worth $9.5 million, with $3 million in guarantees.

?They were there from the beginning,? Alexander said of the Cardinals. ?They really wanted me. They were head and shoulders above most teams financially other than San Francisco where I would have played mostly on special teams.

?The Cardinals have already kind of pegged me in a starting role which is very exciting for me. I?ll be a linebacker that helps out on special teams instead of special teams being my bread and butter. It?s going to allow me to grow as a player. I won?t be tired when I?m on defense.?

And even if he is, he?ll be able to rest easier knowing he?s working for someone who values him more highly.

Microsoft has talked up its Kinect Fusion tool since 2011, but it took some time at TechFest this week to show off how the software could be useful in operating rooms. For those who need a refresher, Redmond's solution can create 3D models of whatever an attached Kinect sensor lays eyes on, but in this instance it was leveraged to create an augmented reality experience. Using an off-the-shelf Kinect camera duct-taped to a tablet, Microsoft researchers layered a model of a brain onto a mannequin's head, making its would-be mind viewable on the slate from different angles. Ballmer and Co. reckon that neurosurgeons could use the technique to visualize what's in a patient's noggin and plan how they'll guide their scalpel. Word that Fusion would come to the Kinect for Windows SDK first surfaced last year, but Microsoft now says it'll hit the dev kit's next release, which should arrive shortly. Sandy-damaged homes hit market at bargain prices

It sounds like the premise for a new reality TV series: "Hurricane House" ? people scouring waterside communities looking to buy homes damaged by Superstorm Sandy at a deep discount.

While there are bargains out there, ranging from 10 percent off pre-storm prices for upscale homes on New York's Long Island and the Jersey Shore to as much as 60 percent off modest bungalows Staten Island and Queens, it's still very much a game of buyer beware.

Not only are buyers are on the hook for repairs and in some cases total rebuilds, they're also wading into a host of potentially expensive uncertainties about new flood maps and future insurance rates, zoning changes and updated building codes.

"It's totally changed the way I sell real estate," said Lawrence Greenberg, a sales associate with Van Skiver Realtors, whose own Mantoloking, N.J., office was wrecked in the storm.

Prior to Sandy, prospective buyers rarely mentioned issues such as flood maps and building elevations until the matter of flood insurance came up ? often at closing. "Now, everybody asks the question of elevation," Greenberg said. Even if potential buyers plan to tear down and build new, they ask about the pending changes in flood maps proposed by the Federal Emergency Management Agency, because flood insurance rates will depend upon the new zones.

There is no sign of a mass exodus from shoreline communities. The number of for-sale listings in January in the 380 zip codes hit by the storm was about 2 percent below the same time last year, according to online real estate information company Zillow Inc. That indicates that most homeowners are rebuilding, or have not yet decided how to proceed.

But real estate agents in New York and New Jersey say the majority of homes for sale in these areas have some damage from the Oct. 29 storm, and it appears to them that a rising number are being put on the market as the spring home-buying season approaches.

New listings range from destroyed oceanfront properties being sold for the land, to flooded bayside homes untouched since the storm that must be gutted. Even the few undamaged homes in affected neighborhoods are listing at prices about 10 percent lower than they would have been pre-storm.

Some sellers are overwhelmed by the daunting prospect of restoring a damaged home. Some are older homeowners who had stayed in the houses where they raised their families, but now are relocating. Some didn't have flood insurance.

"They either don't have the funds or don't have the energy to go through the renovating and rebuilding process," said Jeff Childers, a broker with Childers Sotheby's International Realty in Normandy Beach, N.J.

Lisa Jackson, broker and owner of Rockaway Properties in the Belle Harbor section of Queens, N.Y., said a number of her new listings are homes owned by senior citizens. One 85-year-old client was living alone in her 1940s-era six-bedroom, six-bath brick home right on the beach. The house was hammered by Sandy, and must be at least partially demolished, but will still command a hefty price. "Everything on the water is big money," Jackson said.

But the $3 million listing price is nevertheless a huge discount from the roughly $4.25 million it would have commanded before the storm.

Another set of sellers were in the process of getting out before the storm hit. Jackson had 18 properties in contract prior to Sandy, but all of those sales either fell through or were renegotiated for a lower price.

One 1930s-era three-bedroom, two-bath house with a view of the bay was in contract for $665,000, but the entire first floor was gutted after it took on about four feet of water. The buyer, a single woman, was unwilling to take on the renovations. The property is back on the market for $550,000. That's a 17 percent discount, but the eventual buyer will have to pay for new floors and walls, plus a new kitchen and bathroom.

Still, that sort of cut might make the neighborhood affordable for a family that was priced out in recent years, when houses were selling for $750,000 and more.

And in one sense, buying a storm-damaged home can offer an advantage, said Tom Tripodi, president of the Tripodi Group/ Douglas Elliman Real Estate in the Long Island city of Long Beach, where damaged houses are selling for about 10 percent less than before the storm.

"If it's all gutted out, you can do what you want," he said. "You can own the house with a brand new kitchen, new appliances, new floors."

In addition to people looking to create their dream house out of a damaged home, Tripodi has seen investors eyeing the area. In Long Beach's West End neighborhood, for example, investors are looking to tear down gutted 1920s-era ranch homes and build bigger houses with multiple stories at higher elevations in their place.

The shorefront sections of Staten Island are also seeing accelerating turnover of homes that are likely to eventually get torn down.

Lee Venezia, a broker with Neuhaus Realty Inc., recently sold three adjacent bungalows owned by a longtime resident of Staten Island's Midland Beach for $240,000 cash ? about $20,000 less than each one might have garnered before the storm. "The homeowner refused to go back," she said.

The buyer will fix the properties up and rent them "until the dust settles," Venezia said. Once new flood maps are finalized and new building codes sorted out, she expects the houses to be sold again to a developer who will replace them.

Cash deals are the only ones closing right now in Staten Island's storm-damaged neighborhoods, Venezia said, which means the buyers are almost all investors, even though the area's small houses are selling for $85,000 to $100,000. "Banks are not going to lend," she said. "The banks are waiting for the dust to settle to see what the building requirements are going to be."

The new flood maps must go through public hearings before they are finalized, a process likely to take two to three years.

Meanwhile, public officials and homeowners are trying to look to the future.

New York Gov. Andrew Cuomo recently announced a plan to buy out the entire Staten Island neighborhood of Oakwood Beach and allow the land to revert back to the marshland it once was, because the homes there have flooded multiple times. It remains unclear if any other neighborhoods might get bought out.

That may be the best hope for homeowners like Michael Kuhens, who has been trying to sell his bungalow in Staten Island's Ocean Breeze section, which was ripped off its foundation by the 14-foot storm surge.

A buyout would be attractive because, instead of dealing with bargain hunters, the state is offering pre-storm value.

"I know a lot of people in my neighborhood don't want to stay, and if they were offered a buyout they'd take it," said Kuhens, who is staying at his parents' house with his wife and 1-year-old daughter. "We just want to get on with our lives. It's a hundred-something days after the storm, and we're still stuck in limbo."

Reports: Harvard secretly searched deans' emails

CAMBRIDGE, Mass. (AP) ? Harvard University administrators secretly searched the emails of 16 deans last fall, looking for a leak to reporters about a case of cheating, two newspapers reported.

The email accounts belonged to deans on the Administrative Board, a committee addressing the cheating, The Boston Globe and The New York Times reported, citing school officials. The deans were not warned about the email access and only one was told of the search afterward.

Harvard will not comment on personnel matters or provide additional information about the board cases that were concluded during the fall term, Michael Smith, dean of the Faculty of Arts and Sciences, said in an email Sunday. If the committee's work were compromised, Harvard College would protect the process, he said.

"Generally speaking, however, if circumstances were to arise that gave reason to believe that the Administrative Board process might have been compromised, then Harvard College would take all necessary and appropriate actions under our procedures to safeguard the integrity of that process, which is designed to protect the rights of our students to privacy and due process," he said.

Smith's office and the Harvard general counsel's office authorized the search, the Globe reported.

Harvard spokesman Jeff Neal did not specifically address the allegations but denied any routine monitoring of emails.

"Any assertion that Harvard routinely monitors emails ? for any reason ? is patently false," he said in an email.

Sharon Howell, Harvard's senior resident dean, criticized Harvard administrators and said they owed the deans an apology for failing to notify the email accountholders until after gaining access to the emails.

"They don't seem to think they've done anything wrong," she told the Globe.

Harvard University said last month that it issued academic sanctions against about 60 students who were forced to withdraw from school for a period of time in a cheating scandal that involved the final exam in a class on Congress. The school implicated as many as 125 students in the scandal when officials first addressed the issue last year.

The inquiry started after a teaching assistant in a spring semester undergraduate-level government class detected problems in the take-home test, including that students may have shared answers.

Monster mosquitoes poised to strike Florida

One of the most ferocious insects you've ever heard of ? it's the size of a quarter and its painful bite has been compared to being knifed ? is set to invade Florida this summer.

The Sunshine State, already home to?man-eating sinkholes, invading?Burmese pythons,?swarming sharks, tropical storms and other disasters, can expect to see an explosion of shaggy-haired gallinippers (Psorophora ciliata), a type of giant mosquito, according to entomologist Phil Kaufman of the University of Florida.

Gallinipper eggs hatch after a rainstorm or flood, and the state saw a big jump in the numbers of gallinippers last summer after Tropical Storm Debby dumped its load on Florida. Eggs laid last year could produce a bumper crop of the blood-sucking bugs this summer if Florida sees a soggy rainy season.

"I wouldn't be surprised, given the numbers we saw last year," Kaufman said in a statement. "When we hit the rainy cycle, we may see that again."

As insects go, gallinippers are particularly formidable. Their eggs lay dormant for years, awaiting the floodwaters that will enable them to hatch. Even in their larval stage, gallinippers are so tough they'll eat tadpoles and other small aquatic prey. [Ouch! Nature's 10 Biggest Pests]

And as adults, the voracious pests feed day and night (unlike everyday mosquitoes, which generally feed only at dawn and dusk). Their bodies are strong enough to bite through clothing, and they're known to go after pets, wild animals and even fish,?MyFoxOrlando.com?reports.

"It's about 20 times bigger than the sort of typical, Florida mosquito that you find," Anthony Pelaez of Tampa's Museum of Science and Industry told Fox Orlando. "And it's mean, and it goes after people, and it bites, and it hurts."

Pelaez described the gallinipper's bite as so painful it "feels like you're being stabbed."

The term "gallinipper" isn't recognized by most entomologists, but over the past century, the word ? and the insect ? entered popular legend through Southern folktales, minstrel shows and blues songs, according to a report from the?Institute of Food and Agricultural Sciences?at the University of Florida.

The earliest description of the pest comes from 1897 by a writer who called the insect "the shyest, slyest, meanest and most venomous of them all." (Gallinipper bites don't actually contain any venom ? they just feel that painful.)

Will insect repellents help to protect people from the dreaded gallinipper? Maybe, Kaufman said, though the pests may be more resistant to bug repellents ? even those containing DEET ? because of their large size.

If there's a silver lining to a possible invasion of gallinippers, it's the fact that their larvae are so ravenous they eat the larvae of other insects, including?mosquitoes, thus reducing the populations of those pests. And they're not known to carry any diseases, though that may be small comfort to beleaguered Floridians.

ABC's RICK KLEIN: Breaking bread beats everything staying broken. President Obama's move to dine and even just talk to House and Senate Republicans (and Democrats, for that matter) is surprising out of a White House that never likes to admit it's changing course. But this actually is different: It's conceivable that, by the end of next week, Obama will have had more direct interaction with more rank-and-file lawmakers in his second term than he did in the entirety of his first term. The numbers here are key; the strategy isn't to pick off one Republican at a time, but to soften GOP ground enough that a grand bargain is possible, with a wide swath of Republicans at least staying at the table. Whatever the result, it's definitely better than staying hungry.

ABC's Z. BYRON WOLF: It doesn't really have anything to do with drones and he isn't an American citizen, but the secret extradition this year and public arraignment in federal court today of Saulaiman Abu Ghaith - Osama bin Laden's son-in-law - has the potential to reignite a simmering debate about what to do with suspected terrorists. Rand Paul's complaint with President Obama over drones is that they are an extra judicial form of justice. But President Obama had to bow to public opinion early in his first term and back off a promise to close Guantanamo Bay and utilize the American judicial system. Some Republicans who were defending Obama against Paul on drones must think that is where the administration should have sent Abu Ghaith.

ABC's DEVIN DWYER: The appearance of Osama bin Laden's son-in-law in a New York City courtroom today marks a significant achievement for President Obama. Sulaiman Abu Ghaith, a top al Qaeda spokesman captured during a secret operation earlier this year, will be the highest-ranking figure from the terrorist network to be tried in a federal criminal court, according to U.S. officials. The arraignment comes after years of congressional roadblocks to Obama's plan to try alleged foreign terror suspects in U.S. courts and to shutter the military detention center at Guantanamo Bay. By law, the administration is forbidden from transferring Gitmo detainees to U.S. soil, forcing prosecutors to try Khalid Shaikh Mohammed and four other alleged 9/11 plotters before a military commission rather than in a New York City court. Several Republican lawmakers now say Abu Ghaith must be tried the same way. "We're putting the administration on notice," Sen. Lindsey Graham said Thursday. "We think that sneaking this guy into the country, clearly going around the intent of Congress when it comes to enemy combatants, will be challenged."

ABC's MICHAEL FALCONE: Did Republican National Committee Chairman Reince Priebus basically call Karl Rove a fool? We're certain he'd quibble with that assertion, but while in Iowa yesterday, he weighed on the move by the Karl Rove-backed group, American Crossroads, to launch a new organization to weed out "problem" Republican primary candidates. One of the first targets of the new group, which is called the Conservative Victory Project, was said to be Iowa GOP Congressman Steve King, an ultraconservative who is considering a bid for the U.S. Senate seat being vacated by Democrat Tom Harkin. So what does RNC Chairman Reince Priebus think about it? "I don't believe the party should pick winners and losers in primaries and I think it's, historically, if you look at it, it's a bit of a fool's game because you can't actually predict some of the things that go on." According to Radio Iowa's O. Kay Henderson, Priebus also told reporters that when it comes to Republican losses last year, "I don't think our platform is the issue." He added, "I think a lot of times it's some of these biologically stupid things that people say, you know, that I believe caused a lot of the problems."

ERIC HOLDER GIVES RAND PAUL ONE WORD. Not everyone was so convinced by Rand Paul's near thirteen hour filibuster, notes ABC's Sunlen Miller. Two Republican colleagues - Senators John McCain and Lindsey Graham - called his speech a "political stunt" and the Attorney General send a terse, one-line letter to the Kentucky senator. Paul built his argument Wednesday around a letter Monday in which Attorney General Eric Holder said the president has the power, however unlikely it would be used, to strike within the U.S. at an American terror suspect. No more nuance on Thursday after Paul's filibuster. Holder Responded to an additional question from Paul with a single word: "no." Residents of Virginia's most populous county should expect to see a bump in their property tax bill this year, thanks to economic uncertainty fostered by - you guessed it - Washington and the sequester, a county official said Thursday, ABC's Sarah Parnass reports. Fairfax County, a D.C. suburb ranked one of the top three richest counties in the country, depends on government contracts for much of its commercial revenue. As agencies are tightening their belts in some places and throwing their hands up on others trying to figure out how the $85 billion budget cuts will affect them, businesses lack the stability to expand, according to Braddock District Supervisor John Cook of Fairfax County. ARKANSAS STATE SENATE PASSES ABORTION BAN. Arkansas State Sen. Jason Rapert succeeded in banning early-term abortions in his state on Wednesday, notes ABC's Chris Good. The Arkansas General Assembly enacted the nation's most restrictive abortion law on Wednesday, overriding Democratic Gov. Mike Beebe's veto and banning abortions when a woman has been pregnant for more than 12 weeks and an abdominal ultrasound shows the fetus has a heartbeat. Abortion-rights groups, including Planned Parenthood, quickly denounced the law. The Center for Reproductive Rights and the Arkansas ACLU plan to file a lawsuit, seeking to overturn it. But just a few hours after his bill passed, Rapert - the lead sponsor of the 12-week abortion ban - introduced another bill to defund Planned Parenthood. http://abcn.ws/WxhiGb

OBAMA SIGNS VIOLENCE AGAINST WOMEN REAUTHORIZATION ACT. President Obama signed the reauthorization of the Violence Against Women Act yesterday, expanding protections for victims of domestic abuse and sexual assault, ABC's Mary Bruce reports. "This is a country where everybody should be able to pursue their own measure of happiness and live their lives free from fear, no matter who you are, no matter who you love. That's got to be our priority. That's what today is about," he said at a bill signing ceremony at the Interior Department. "This is your day. This is the day of the advocates, the day of the survivors. This is your victory," he said. "This victory shows that when the American people make their voices heard, Washington listens." The renewal of the 1994 legislation, championed by then Sen. Joe Biden, makes it easier to prosecute crimes against women, including domestic violence, sexual assault and trafficking. MICHIGAN SENATOR CARL LEVIN WON'T SEEK ANOTHER TERM. Another one bites the dust. ABC's Sunlen Miller reports that Democratic Sen. Carl Levin of Michigan, the Senate Armed Services Committee Chairman, announced last night that he will not run for reelection in 2014. Levin, 78, said the decision for him was "extremely difficult" but he decided with his wife that he could do a better job as a senator without campaigning. "We decided that I can best serve my state and nation by concentrating in the next two years on the challenging issues before us that I am in a position to help address," Levin said, "in other words, by doing my job without the distraction of campaigning for reelection." Levin, the senior Senator from Michigan, was first elected into the Senate in 1978.

Large Explosion Reported In Kabul During Hagel Visit

KABUL, March 9 (Reuters) - A blast was heard in the Afghan capital Kabul on Saturday during a visit by U.S. Defense Secretary Chuck Hagel.
